The International Expo Development and Promotion Center of Heilongjiang Province is formerly known as the Harbin International Economic and Trade Fair Leadership Committee's standing body----Harbin International Economic and Trade Fair Office, which was set up in 1997. In 2012, Harbin International Economy & Trade Fair Office was granted an addition title, Heilongjiang Convention and Exhibition Affairs Bureau. In 2013, it became the permanent office of the Chinese Secretariat of the China-Russia Expo Organizing Committee. In 2017, it joined the Union of international Fairs (UFI). In 2019, with the completion of the reform of the classification of public institutions, it was renamed International Expo Development and Promotion Center of Heilongjiang Province (Harbin International Economic and Trade Fair Office), while it had another title----the Heilongjiang International Chamber of Commerce Certification Service Center. The Center is subordinate to the Heilongjiang Provincial Council for the Promotion of International Trade.

 

The International Expo Development and Promotion Center of Heilongjiang Province (Harbin International Economic and Trade Fair Office) is mainly responsible for convening the China-Russia Expo, Harbin International Economic and Trade Fair, China International Advanced Materials Exhibitions, Heilongjiang Green Food Industry Expo and Heilongjiang International Rice Festival of China. As the Chinese Secretariat of the China-Russia Expo Organizing Committee and the Office of the Heilongjiang Executive Committee of the China-Russia Expo (Harbin International Economic and Trade Fair Office), it is duly authorized by law to issue certificates of origin, ATA carnets and commercial certificates and consular certification for foreign trade enterprises within the province. Over the years, the International Expo Development and Promotion Center of Heilongjiang Province (Harbin International Economic and Trade Fair Office) has highlighted its social welfare attributes: providing services to the market, while responsible for government administration. It has formed a new deeply integrated model of innovative development with the hosting key exhibitions as its core and commerce certification and free trade agreement services as its two wings.

 

 

In 2013, the Chinese and Russian governments agreed to jointly hold the China-Russia Expo. With the approval of the State Council of the People’s Republic of China, the Harbin International Economic and Trade Fair, which had been successfully held for 24 sessions, has a sound foundation for cooperation with Russia, and is well-known in Russia and Central and Eastern European countries, was upgraded to a China-Russia Expo. It is co-hosted by the Ministry of Commerce of People’s Republic of China, the People's Government of Heilongjiang Province, the Ministry of Economic Development of the Russian Federation, and the Ministry of Industry and Trade of the Russian Federation. The Fair is jointly convened by the Development Bureau of the Ministry of Commerce of People’s Republic of China and the Heilongjiang Provincial Council for the Promotion of International Trade (International Expo Development and Promotion Center of Heilongjiang Province). At present, the China-Russia Expo, the only comprehensive one in China jointly hosted by the Chinese government and foreign governments and held alternately in China and abroad, is amongst the economic and trade activities with the highest participation of Chinese and Russian government departments and local enterprises. In 2017, the China-Russia Expo joined the Union of international Fairs (UFI). In 2019, President Xi Jinping and Vladimir Putin jointly signed the "Joint Statement on the Development of a Comprehensive Strategic Partnership in a New Era", where "Make good use of key exhibition platforms such as the China-Russia Expo" was included. On November 30, 2021, the "Joint Communique of the Twenty-Sixth Regular Meeting of the Chinese premier and Russian Prime Minister" clearly stated that both countries will support the 7th China-Russia Expo in 2022.

 

 

 

Harbin International Economic and Trade Fair

 

 

Founded in 1990, Harbin International Economic and Trade Fair a comprehensive economic and trade exhibition has a long history and a large number of sessions in China, and up to now, 31 sessions have successfully taken place. The Trade Fair has always been adhering to the positioning and characteristics of "highlighting the cooperation with Russia, facing Northeast Asia trade, and opening to the world, and serving the whole of China", having obtained a great reputation and influence in Russia, Central and Eastern Europe, and Northeast Asian countries and regions. On average, well-known domestic and foreign companies from about 70 countries and regions, and nearly 30 domestic provinces (regions, cities) participate in the exhibition each year. One third of the exhibitors came from the international market. The supporting activities organized averaged more than 60 times per session. It has won unique advantages in terms of "cooperation with Russia, economic and trade exchanges, investment promotion, industrial docking, technical exchanges, and brand incubation". Over the past 31 years, the total exhibition area of the Harbin Fair has exceeded 1.3 million square meters, the total number of participating countries and regions being over 110, the total number of overseas merchants over 270,000, and the cumulative transaction volume amounting to 900 billion yuan. Harbin International Economic and Trade Fair has become a significant strategic stronghold for the Belt and Road Initiative.

 

 

The 31st Harbin International Economic and Trade Fair was held on June 15-19, 2021, its theme being "Technology Empowers New era, Working Together to Build a New Paradigm".  The exhibition activities were organized by adopting the method of online being the core and  online and offline combination to effectively promote the digitalization, informatization, and intelligence of Harbin International Economic and Trade Fair through “cloud display, cloud conference, cloud investment promotion, cloud live broadcast, and cloud signing”.

 

 

The 6th China International Advanced Materials Exhibition was postponed and is to be held in Harbin in early June 2022. 

China (Heilongjiang) Green Food Industry Expo and Heilongjiang International Rice Festival of China  

 

China (Heilongjiang) Green Food Industry Expo, formerly Heilongjiang Green Food Industry Expo, was initiated in 2013. It successively integrated the "Golden Autumn Grain Trade and Industrial Cooperation Fair of Heilongjiang Province", "Harbin Agricultural and Food Expo", and "Heilongjiang Great Northern Wilderness International Agricultural Machinery Expo of China ", providing the industry with professional services for the entire industry chain from "fields to people's tables". Since 2019, the China (Heilongjiang) Green Food Industry Expo started to be convened concurrently with the China Heilongjiang International Rice Festival. The Expo and the Rice Festival has complemented each other. The Golden Autumn Grain Trade and Industrial Cooperation Fair of Heilongjiang Province also took place within the framework of the same period. After eight years of development, China (Heilongjiang) Green Food Industry Expo has become an important platform for the display, exchange and cooperation of the green food industry.    

 

Approved by the Leading Group for National Cleanup and Standardization of Celebrations, Seminars and Forum Activities, starting from 2021, Heilongjiang Green Food Industry Expo was renamed China (Heilongjiang) International Green Food Industry Expo, co-sponsored by the China Council for the Promotion of International Trade and Heilongjiang Provincial People’s Government. This signifies that the Expo has been upgraded from a local exhibition to a national exhibition, and has gone to the world.
